Imam Khomeini proved that, in order to establish an Islamic government, it is not necessary for all the required conditions and factors to be complete and fully prepared. All that is necessary for establishing a monotheistic Islamic system is the presence of a committed mujtahid—a qualified Islamic jurist—who can inspire the Muslim masses in confronting the ‘hypocrites’ and the world of ‘disbelief.
